About the presenters

Scott F. Johnson practices law in Concord, New Hampshire and teaches law for Concord University School of Law and Franklin Pierce Law Center. He is counsel in Claremont v. Governor, the case establishing that New Hampshire students have a fundamental right to an adequate education. Attorney Johnson is the founder of NHEdLaw, LLC, www.nhedlaw.com, which publishes the New Hampshire Special Education Law Manual: A Guide for Parents, Educators, Attorneys  & Advocates written by Johnson and provides training and consulting services nationally to parents, educators, attorneys and other professionals involved in education. He frequently writes and  speaks nationally on education law topics.

Margaret-Ann Moran is a partner in the firm of Upton & Hatfield, LLP in Hillsborough, New Hampshire, where she has practiced law since 1981. Ms. Moran provides representation to school districts throughout the state in matters of school law and special education law in administrative hearings and before state and federal courts. She is a frequent presenter of workshops for school districts on legal issues in special education. A graduate of Wellesley College, she received her law degree from Suffolk University Law School. Ms. Moran served on the New Hampshire Board of Education Special Education Task Force and is vice chair of the New Hampshire Council of  School Attorneys.

Gerald M. Zelin, Zelin & McCormack, PLLC, Portsmouth, New Hampshire. Jerry’s law practice  is devoted exclusively to representing New Hampshire school districts in matters related to student rights. After attending public schools through grade 12, he graduated from Yale University (B.A., magna cum laude, 1971) and Harvard Law School (J.D. 1975). He is a member of the New Hampshire Council of School Attorneys and LRP Publications’ Special Education School  Attorneys Advisory Council, teaches special education law at the University of New Hampshire School of Continuing Education, and speaks throughout the country on special education law.
